e-Ledger means the whole of electronic records that cover information which is required to be included in books that shall be kept pursuant to Tax Procedural Law and/or Turkish Commercial Code notwithstanding formal provisions.

VisionPlus e-Ledger is the first platform-independent e-Ledger application in Turkey that can be operated with any accounting software.

  • Platform-independent e-Ledger

    Creating e-Ledger with Vision Plus e-Ledger does not bring any additional workload to accounting processes. e-Ledgers are created monthly and book and certificate creation processes shall be completed by the end of the third month following the one that the ledger pertains to.

    Actions that can be performed with Vision Plus e-Ledger;

    e-Ledger technical checks are performed.
    e-Ledger is signed with financial seal.
    e-Ledger certificate is created.
    e-Ledger signature value is added to e-Ledger certificate.
    e-Ledger certificate is signed.
    e-Ledger certificate is subjected to technical checks.
    e-Ledger certificate is uploaded to Revenue Administration e-Ledger application.
    e-Ledger certificate signed by Revenue Administration is downloaded.

  • Integration Capabilities

    Vision Plus e-Ledger is a software architecture which converts of journal books and general ledgers of taxpayer companies to e-Ledger in XBRL format, then creates e-Ledger Certificate which is the summary of those books and allows signing this certificate file with electronic financial seal for being submitted to approval of Revenue Administration and enabling archiving of all outputs, according to the standards established by the Revenue Administration.

    Files in Excel, CSV or XML formats are used for VisionPlus e-Ledger integration.

    E-Ledger creation module can be accessed via VisionPlus e-Invoice application. User who wants to perform e-Ledger creation and signing operations carries out the transaction in Java interface that opens with “Create e-Ledger” menu, if it requires to have İdea Teknoloji Çözümleri to keep secondary copy of the existing book, it can upload any folder with “Create Archive” menu.

    Java interface used for e-Ledger production and signing will carry out its operations completely on the client and it communicates with the servers of İdea Teknoloji Çözümleri only to keep the system messages.

  • Financial Seal And Time Stamp

    User accessing VisionPlus e-Ledger Application with electronic financial seal signs all book types saved at a temporary location, collectively and saves them in a file system it determines, instead of signing each section of certificate information, the journal book and the general ledger. Upon the process of undersigning e-Ledger files, e-Certificate files are created automatically by using e-Ledger signature content. E-Certificate files are signed with electronic financial seal and time stamps are added. Addition of time stamp to E-Ledger files is a standard feature of VisionPlus e-Ledger application.

    Conformity check is performed on the signed documents and the document is conveyed to the respective file system when all actions are completed successfully.

    In summary, with the use of financial seal and time stamp;

    e-Ledgers are signed collectively;
    e-Certificate files are produced according to signed e-Ledger contents,
    e-Certificate files are signed and time stamps are added,
    Schematron checks of e-Ledger and Certificate files are performed,
    All signed data is compressed in zip format to the address indicated by the taxpayer,
    Any signed data is archived according to {YEAR}/{MONTH}/{BOOK TYPE} categorization under e-Ledger folder in the local file system,
    Finally, any data on the temporary location is deleted.

  • e-Ledger Archive Query

    The user may access to any record detail without downloading book archive by performing query in the following fields.

    *Ledger financial term

    *Accounting slip number

    *Account code

    Date

    *Journal entry number

  • XBRL Conversion

    Maximum 200 MB size limit is established for the compressed format of the books to be created with guides. Therefore, size estimation shall be performed before XBRL format conversion process. It is possible to generate multiple XBRL
    outputs according to chronological order in order to ensure that data transmitted in Excel, CSV or XML format does not exceed the specified size.

    Arrays are read from Excel, CSV and XML inputs until the average size reaches to the upper limit by commencing with an average size calculation estimation for each record input in sizing of outputs, a new file is opened for the followinng record input if the maximum size is reached. Thus, a single document coming from the customer will be divided into multiple parts.

  • e-Ledger Archiving

    If book signing operations are completed successfully prior to archiving process, VisionPlus e-Ledger application transmits meta-data to İdea Teknoloji Çözümleri servers in XML format. This meta-data contains the term information pertaining to the parts of the book pending for archiving, information if term-end closure is realized or not, names of e-ledger and certificate parts which the server shall wait for completion of archiving and the dates they cover.

    If e-Ledger and Revenue Administration certified files are required to be uploaded to e-Ledger archive system, these files are compared to the expected files specified by the meta data to prevent the user make mistakes. The uploaded archive files are verified for the last time before being processed and they are not allowed to progress to the following term before reliable archive upload is performed.

    If a file uploaded with the same name or pertaining to a date range when e-Ledger upload is performed previously for the current calendar period is required to be uploaded again, transaction permit is granted to the user according to the information that whether term closing pertaining to the respective calendar is done or not.

    Taxpayers using VisionPlus e-Ledger application may access to their archives securely from anywhere they like for 10 years within scope of their authorization.
